WICHITA, Kan. (KWCH) - The Kansas Racing and Gaming Commission has unanimously approved a license for Phil Ruffin’s group to bring a historical horse racing casino to the property near Park City with the Golden Circle Project.

Wednesday was the public comment portion of the KRGC meeting with many sharing thoughts on the billionaire’s $ million proposal for the Greyhound Park property, The Golden Circle Project seeks a license to own and operate a historical horse racing casino (HHR) in Park City. The casino would replace the Wichita Greyhound Park, which closed in The property would include a hotel and entertainment options that beyond gaming, include a nightclub.

The Ruffin Companies said the project would create about construction jobs and nearly another permanent jobs at the facility. The casino would consist of three floors of entertainment, wagering on horse racing via simulcast from premier tracks, a nightclub and a hotel with more than rooms.

The three-floor facility will include 1, HHR machines. These machines look and function like slot machines. The machines are set up so one people can choose to watch or replay the outcome of races on which they place wagers. Races are selected randomly from a database of several thousand races.

Kansas Racing and Gaming Commission Chairman David Moses discussed the board’s unanimous support to approve the license.

“With the presentations, with the information they provided during the application process as well as during those three days of hearings overwhelmingly convinced us they had the wherewithal, economics, the ability and the vision to be successful with a HHR casino,” Moss said.

It’s a long awaited day for the Ruffin Group, eager to revitalizes the Greyhound Park property it owns.

“A lot of effort by Mr. (Phil) Runn over the years to get that park back open ins some capacity. So, today is just a huge day for the organization and especially for Mr. Ruffin,” said Ruffin Holding representative Jason Watkins.

Park City Mayor John Lehnherr discussed how his community will feel the impact from the new gaming facility.

“We have the interstate that comes through with four exits and that’s a lot of people from other areas stopping to spend some of their money. And we would like to have as much opportunity for them to stop and leave their money here.”
