A small Guide (+2 questions at the end)
Since I already put a lot of hours into this game and there are no guides on the internet I could find, I figured I would write a list of tips (in no particular order) which helped me a lot to run a flourishing casino. Feel free to add or correct anything in the comments below if your experience differs.

1. Set your door policy to keep Seniors, Trailer Trash, Teens, Vacationers and Convention People out. They don’t spend much, often get drunk and cause an absolute mess in your casino. A high-level Doorman will work best here.

2. Never ever ever ever raise the salary of your employees. This will cost you a lot of money in the long run. Just give them a one-time bonus if they are unhappy. And if they are unhappy, there is always a specific reason for it. Either there was a shooting at your casino, people are fighting, a fire, or (most commonly) drunk customers/troublemakers are harassing them. Always try to minimize those causes and you will very rarely have to give bonus.

3. Stay away from Slot machines all together if you are playing on higher difficulties. They will get broken right away without anyone ever using them.

4. Hiring high level staff is absolute key for a smooth-running casino. Avoid hiring low level Floormen (a lot of false accused cheaters), Bouncers (kill a lot of people while disciplining), and cooks (they set your casino on fire while cooking). For Cashiers, Waiters, Trashmen, Repairman and Bar staff it doesn’t matter so much. However, a 5 level Trashman for example will find garbage a lot faster without any help.

5. Advertising is also very important to keep a steady customer flow through your doors. I usually buy all advertisement except the 1-star ones. It’s a very annoying feature since you must do it every seven game days. Minimize the hustle and just do it ones every 7 days and the annoying in game voice will stop.

6. As some missions in the game hint, your location is key for the kind of customer that will try to come to your casino. A central location close to high level hotels and your competition works best.

7. Transportation is not important. I usually don’t by shuttles and just hire a few limousines. In games I have bought shuttles, I could not notice any increase in customer numbers.

8. The most profitable way to run your casino is to focus on Highrollers and Socialites, as they spend the most money. This means focusing your casino on their needs. This customer group likes all Dealer-run gambling facilities (except Moneywheel and Black Jack), Stages (large) with 3 Star Dancers and high-quality food and drink. I usually throw in a Classical or Jazz Disco (small), a Marriage Chapel, an Adult Movie Theater (small), a resting area (just some seating or sofas) and 2 Lap Dance rooms (one male, one female, preferably 5 Stars Escorts). The idea behind this is, to fulfill all needs your customers have so they stay in your building and stop going to the competition or wander the streets.

9. Trash on the floor can be partially prevented by placing one or two trashcans per floor. These need to be emptied by Trashmen though, which they will do automatically.

Noise and smell can be blocked by placing inside walls in your casino. This comes in handy if you have a kitchen, are using slot or entertainment machines or around your resting area.

Never discipline your dealers when they are accused of cheating. They will close to never (1 in 20 maybe) admit to cheating, will get low morale and give the rest of the staff low morale as well. They money you will spend on bonusses to raise the morale again far outweighs the potential cheating going on.

Regarding your own cheats: anything but a Highroller cheat is a crap cheat. Don’t get anything but Highrollers. I have had cheats that came home with over USD of the opponent’s cash.

If you don’t like going to war with your opponents (like me), you can easily bankrupt them by using your cheats and hiring Hookers from time to time. I have found that about Hookers will shut a floor of your competition down and this will ensue a hefty fine for them. Also let your troublemakers spike drinks in their casino. This over time makes his staff quit, shut the casino down for bad hygiene and will let a lot of fights break out. This will take longer than the usual bombing and fighting but I find it more comfortable because it means less bombs and shootings in my casino.

Can’t seem to think of anything else right now. I will add more points if I find out more.
The baseline of this game, from what I can tell, is that everything that goes wrong, has a specific reason. However, I have not figured out all reasons for some things.

For example:
Sometimes my customers leave my casino completely happy to go gambling at the competition, even though I have every gambling facility they could want to use in my building. Why?

Why is my staff cheating and when I discipline them then denying it? Its not because they are low level or because I am not paying them enough (I have eliminated those factors). Or is my 5 Star Floorman constantly making an error when spotting the cheating, like he sometimes does with customers? I doubt it.

Hope this helps some people who still play this old but amazing game. And maybe some other veterans can shed some light on my questions.
