History of casinos in Arizona

More than 30 years old at this point, the Arizona casino industry is amongst the most mature in the entire country. With the introduction of sports betting in recent years, tax revenue for the state has continued to skyrocket. It didn’t happen overnight, however, as we take a closer look at the history of casinos in Arizona.

  • : The U.S. Congress wrote and passed the Indian Gaming Regulatory Act (IGRA) which officially recognized casino gaming as a way to boost economic growth for tribes. This bill relied on the tribes being self-sufficient and put forth strong tribal governance around the industry.
  • : The National Indian Gaming Commission (NIGC), which was tasked with overseeing the operations set forth because of the IGRA, declared that each tribe must have a compact before opening a casino with slot machines. Compacts were to include rules and regulations that operators must follow pertaining to the types of games allowed on the casino premises.

  • : The first full-scale casino in the Phoenix area, Casino Arizona, was opened which included hundreds of slot machines, table games, and an entertainment venue. Given its central location to millions of residents (and visitors), Casino Arizona was pivotal in the industry gaining traction in the state.
  • : With the regulations set forth in the IGRA set to expire in , the continuation of Indian gaming rights in the states was in jeopardy. In November , however, Arizona voters approved a proposition to authorize the continuation of Indian gaming in the state.
  • : In April of , the Arizona Senate passed House Bill , legalizing Arizona sports betting both online and at retail sportsbooks. With the passage of the bill, casinos in Arizona began making formal plans to set up sports betting operations on their property.
