After getting the Bright Card, head to Bean Valley and progress through the area. When you reach the map with five pipes inhabited by Smilax, head for the one to the north (defeat the Smilax first).

Go down the pipe once the Smilax is defeated. At the underground area, go around the bend and take down the Gold Chain Chomp at the end. Then, stand in the corner of what seems like a dead end. Jump three times to make a yellow platform appear above.

Jump on the platform to reach the ledge. Then, take the exit to the north to get back to the world map. From there, you can now go to Grate Guy&#;s Casino.
