HeadWaters will be located on approximately 14 acres of land east of Harbor Park along the banks of the Elizabeth River and be operated by the Pamunkey Indians, who are native Virginians. Tourists will be able to quickly and easily access the resort and casino off Interstate The tourist destination is estimated to generate million annual visits, which will have a substantial economic impact on the City of Norfolk.

Norfolk Wins Big

HeadWaters will not only be an exciting and entertaining destination, but it will provide much needed economic benefits for Norfolk. Local taxes on the casino will assist Norfolk in supporting key priorities determined by the City and its residents, such as education, first responders, street repair and flood mitigation. And a significant portion of the state taxes from the casino will go to school construction. The Pamunkey Indian Tribe also plans to contribute to Norfolk’s flood resiliency plan along the Elizabeth River, making the Tribe the first private developer to do so. On top of all this, HeadWaters will not be accepting any tax incentives or rebates, development grants or subsidies of any kind from the City of Norfolk.
